Performance based design services can be a more efficient means to ensuring structures are code compliant. Prescriptive design is often used because of limited time and budgets, but it relies on simplified models. This means that progressive collapse analysis, seismic design, and designing against progressive collapse are often handled by over engineering the structure, just to be on the safe side.
